PROGRAM COORDINATOR

The Papua New Guinea Extractive Industries Transparency Initiative (PNGEITI) is an entity established by the Government to promote transparency and accountability in the revenues it receives from mining and petroleum activities and how it spends. PNGEITI is part of a global initiative known as the Extractive Industries Transparency Initiative (EITI).

With the increase in the scope of operations, the PNGEITI National Secretariat is now seeking applications from suitably qualified individuals to fill the following vacancies.

PROGRAM COORDINATOR

Main Duties and Responsibilities:

  • Oversee all international development partner (IDP) coordination, meetings, events, consultations and programs and projects, and maintenance of effective special projects and administrative files and records, joint coordination meetings and joint events and activities;
  • Initiate and develop project funding proposals, plan and manage external financial grants and budgeting activities in compliance with external donors and development partners’ requirements;
  • Coordinate and closely liaise with EITI international office, EITI Asia Pacific Regional office as well as other EITI countries on EITI implementation activities including global conference events, meetings, workshops, webinars, on-line meetings and other engagement programs;
  • Coordinate all PNGEITI membership subscriptions, international engagements, meetings, familiarise with the Requirements of the EITI Global Standard to ensure EITI implementation in PNG is consistent with the requirements of the EITI Standard;
  • Contribute to quarterly newsletter production, Annual Activity Reports, industry employment surveys and other reports and publications as required from time to time;
  • Assist in compiling, proof reading and undertaking quality checks and editorials on the financial reconciliation parts of PNGEITI reports, the newsletters and other reports and publications by the Secretariat; and
  • Perform such other duties as directed by the Head of Secretariat or a senior Secretariat staff.

Selection criteria:

  • Bachelor’s Degree in Public Policy and Administration, Business Communication Development Economics or other relevant related fields acceptable to the Secretariat
  • 3 – 5 years’ experience working in similar fields, preferably working with donors and development partners and international development programs and projects;
  • Excellent written and spoken English – should have good report writing skill and designing financial and project proposals;

MEDIA AND COMMUNICATIONS OFFICER

Main Duties and Responsibilities:

  • Assist implement and manage media and communications plans and strategy for the Secretariat;
  • Oversee the development and implementation of effective media/public relations activities and related management systems and processes;
  • Facilitate all PNGEITI information sessions, training, and follow-up sessions to include needed logistical, facilities, materials, promotion, confirmations, tracking, evaluation support or services
  • Ensure effective management of information flows between the Secretariat, the stakeholders, development partners, project consultants and other external stakeholders;
  • Draft articles, develop contents and new tools for the PNGEITI website and to ensure the website is regularly updated/upgraded, modernised and formatted, consistent with that of the EITI International Secretariat website;
  • Manage and develop PNGEITI’s internal and external communication tools, including intranet, pamphlets, brochures, newsletters, posters, etc and any required contracting relationships with IT service providers;
  • Develop and implement regular PNGEITI outreach and roadshow programs including press releases, interviews and other external engagements in liaison with development partners and civil society organisations and industry companies; and
  • Responsible for maintaining and uploading PNGEITI products including; newsletters, reports, press releases, press releases, media statements, advertisements, articles and such other products onto the website on a regular basis as part of information dissemination to the public.

Selection criteria:

  • Bachelor’s Degree in Information and Communication Technology (ICT), Journalism, Communication, Marketing or other related fields
  • 3 – 5 years’ experience working in a communications, media or related field
  • Strong and proven experience with web and social media
  • Fluency in written and spoken English and Tok Pisin
  • Experience with design, including Adobe, Desktop Publisher and Photoshop software
  • Strong communications and problem-solving skills

 

ADMINISTRATION ASSISTANT

Main Duties and Responsibilities:

  • Assist in organising meetings and appointments and taking minutes of stakeholders and Secretariat meetings and keep records of meeting attendances;
  • Assist in reception, secretarial and administrative duties including; copying, scanning and binding documents for meetings and dissemination to stakeholders;
  • Organise logistics for duty travels for Secretariat staff and stakeholders for meetings, outreaches, consultations, roadshows and conferences;
  • Maintain files and records and other office procedures (e.g., timesheets);
  • Procure, purchase and manage Secretariat’s stationary, equipment and outreach and promotional materials; and
  • Assist Finance and Administration Officer on corporate or administrative tasks as required such as banking, IRC taxation, staff superannuation and general administration and financial matters.

 

Selection criteria:

  • Minimum of Diploma in office administration or related fields
  • 2 – 3 years of experience in general office administration
  • Proficient in English (both written and spoken)
  • Well-developed and demonstrated coordination, team building, problem solving skills
  • Computer literacy in Microsoft Office (proficiency in relevant financial software is desirable).

Finance Officer

The PNGEITI is overseen by a Multi-Stakeholder Group (MSG), comprising representatives from government, civil society and the extractive industry companies. The PNGEITI National Secretariat is an administrative body responsible for the day-to-day operations and implementation of the policy decisions and directives of the MSG.

Applications are now sought from suitably qualified individuals to fill the above vacant position. The Finance Officer will be responsible for the following:

Duties and Responsibilities:

  • Oversee all financial management, financial reporting, and compliance functions and obligations of the Secretariat;
  • Develop, plan and manage the Secretariat’s financial and budgeting activities including drafting high-quality financial proposals and submissions to secure external fund from donors, development partners and corporate sponsorships;
  • Manage Secretariat staff payroll, manage petty cash, processing of taxes and superannuation payments;
  • Support implementation of effective administrative and human resources strategies; maintain staff files and records;
  • Monitor and review staff terms & conditions, making recommendations for changes where appropriate;
  • Maintain records of all financial related documents;
  • Process payment requests according to the Government of PNG accounting procedures (Public Finances Management Act) and donor requirements;
  • Raise payment vouchers and submit to the Head of Secretariat for clearance, and update cash book report and contract ledger after payments have been made;
  • Process payment requests and financial transactions for local and international consultants and suppliers;
  • Other finance and administrative related duties as assigned by the Head of Secretariat.

 The ideal person should have:

  • A degree or diploma in finance and accounting or such other related field;
  • 3–5 years experience in financial management and accounts operation in a small office environment;
  • Well-developed and demonstrated coordination, team building, analytical and problem-solving skills;
  • Computer literate in Microsoft Office word and excel spreadsheet (proficiency in relevant financial software is desirable e.g. ANZ Transactive Banking).
  • Familiar with staff payroll software, preparing regular financial reports and familiar with PNG Income Tax and Superannuation laws.

Research and Data Analysis Officer

Papua New Guinea Extractive Industries Transparency Initiative (PNGEITI) is an independent body established by the Government to promote transparency and accountability of revenues it receives from the mining, oil and gas sectors and how it spends. PNGEITI is part of a global best practice standard known as the Extractive Industries Transparency Initiative (EITI) that promotes good governance in the extractive sector.

In EITI implementing countries, companies involved in extractive natural resource wealth (oil, gas and minerals) are required to report on what they pay to the governments and governments are also required to report on what they receive from these companies in a given financial year. These financial data are then reconciled by and independent administrator and are published in the annual EITI Reports for public information.

The PNGEITI operation is governed by an oversight body called the Multi-stakeholder Group (MSG) comprising of representatives from relevant government entities, civil society organizations and industry companies. The chair of the MSG is the Minister for Treasury. The PNGEITI National Secretariat is a small office responsible for providing technical and administrative support to the MSG by implementing the policy decisions and directives of the MSG. The National Secretariat is seeking to recruit a qualified person to fill the position as a Research and Data Analysis Officer.

Required duties and responsibilities:

  • Provide technical support to the Secretariat by undertaking specific research on areas of interest in the extractive sector as directed;
  • Undertake research into resources benefits distribution (State equity and benefits to landowners, provincial and local level governments) and provide analysis to the National Secretariat and the MSG;
  • Analyse PNGEITI Report publications, the Annual Activity Reports and such other publications and provide statistics on tax revenue and other benefit flows;
  • Contribute to quarterly newsletter production, Annual Activity Reports, employment and wages surveys and other reports and publications as required from time to time;
  • Assist in drafting PNGEITI Annual Work Plan and regularly monitor the plan to ensure Key Performance Indicators (KPIs) are implemented as planned;
  • Provide analysis on information contained in the published PNGEITI Reports including financial data on various revenue streams, production volumes and export values of extractive commodities (oil, gas, condensate, copper, gold, etc);
  • Liaise with EITI International office in Oslo, Norway and provide country information and data as and when required from time to time.
  • Assist in compiling PNGEITI Annual Activity Reports, proof reading and undertaking quality checks on the contextual parts of PNGEITI reports and the Newsletter;
  • Assist in coordinating and organizing quarterly MSG meetings, Technical Working Group Meetings and other Committees or Sub-Committees meeting and drafting of meeting minutes; and
  • Perform such other duties as directed by the Head of Secretariat or by senior Secretariat staff.

Selection Criteria:

  • Bachelor’s Degree in Economics, Business Studies, Statistics, or fields related to extractive industries;
  • At least 3 years of relevant work experience in research and data collection and analysis would be preferred but not necessary;
  • Familiar with various laws and legislations governing State equity participation in resource projects, flow of benefits streams and distributions of these to sub-national levels of governments would be an advantage; and
  • Good skills in researching and technical writing.

The Secretariat is seeking to recruit a qualified and experienced person to fill the above vacant position.

Duties and Responsibilities:

  • Provide technical support to the Head of National Secretariat;
  • Prepare ministerial briefs, statements, speeches, press releases, talking points, presentations and updates on EITI implementation activities for the MSG Chairman and Head of Secretariat;
  • Draft NEC Information Papers and Policy Submissions for legislative and policy changes arising from EITI annual report recommendations, reports from external consultants, the Technical Working Groups and sub-committees;
  • Prepare high quality funding proposals and submissions for the National Secretariat to seek external funding;
  • Coordinate and organize Technical Working Group (TWG) and sub committees’ meetings on various topics and subject areas as required;
  • Prepare and regularly update annual PNGEITI Work Plans and MSG MoU for the Head of Secretariat and MSG’s consideration and approval;
  • Draft relevant sections of the PNGEITI annual reports including Minister’s foreword and press statements, MSG Statements and quality check and editorial work on the contextual part of the reports;
  • Ensure closer working relation with relevant officials from EITI International Secretariat, EITI regional offices and other EITI countries and relevant international organisations;
  • Maintain a close working relation with all stakeholders including donors and development partners and other relevant organisations in the country and abroad;
  • Liaise closely with mining, petroleum, oil and gas industries and relevant government institutions and agencies on issues relating to extractive revenue collection, distribution and benefits streams, and other broader policy and governance issues that may affect the extractive industries and;
  • Coordinate workshops, conferences, seminars, Technical Working Group meetings/workshops as and when required.

Selection Criteria:

  • Bachelor’s Degree in Economics, Law, Public Administration, Public Policy or such other related field;
  • Must have at least 5 years of relevant work experience in the Public Sector, particularly in policy formulation, public sector reforms and must understand the public service machinery, systems and processes;
  • Must have some experiences in oil, gas or mining sector and can be able to work with both government institutions, extractive companies and civil society organisations on technically complex issues that may arise in the extractive industries;
  • Must have advanced skills in researching, high level report writing and good command of English;
  • Must have superior computer skills (be able to troubleshoot) and knowledgeable in programs such as excel, power point, MS word and all other MS applications;
  • Must be able to coordinate programs and activities with government agencies, extractive companies, and development partners and have team building and problem-solving skills.

The PNGEITI National Secretariat is seeking to recruit a qualified person to fill the position of Administrative Officer

Purpose

The position of Administration Officer of the Papua New Guinea Extractive Industries Transparency Initiative (PNGEITI) exists to cover all aspects of PNGEITI’s Administration matters. The Administration Officer is also the Personal Assistant to the PNGEITI Head of National Secretariat and is responsible for liaising with the Director in organising all appointments, meetings and other engagements.

 Duties and Responsibilities:

 Organise meetings, appointments, events and take minutes of meetings;

  • Organise and coordinate travel and other logistical arrangements for secretariat staff, MSG and the technical working group;
  • Maintain files, records and other office procedures (e.g., timesheets);
  • Purchase, manage and maintain stationary supplies, equipment and assets
  • for the office;
  • Provide reception duties and secretarial support including; typing, copying and\ assistance with the preparation of written correspondences, briefs, minutes, memos and reports;
  • Organise duty travels and logistical arrangements for Secretariat staff and members of the PNGMSG, both internally and externally;
  • Provide overall administrative support to the PNGMSG, Technical Working Group (TWG), the Head of the National Secretariat and staff;
  • Use a range of office software including email, spreadsheets and databases;
  • Provide day to day secretarial and personal support to the Head of the National Secretariat; and
  • Other corporate or administrative support as required.

 Selection Criteria:

 Skills and Knowledge

    • Proficient in the English language, both written and spoken;
    • Well developed and demonstrated administrative skills;
    • Computer literacy in Microsoft Office (proficiency in relevant financial software is desirable);
  • Educational Qualifications
    • Diplomas or Higher Certificates in Human Resource Management, Public Administration, or related fields;
  • Experience
    • At least 2 – 3 years of experience in Office Administration;
  • Technical Expertise
    • Some experience in organising staff travels and other logistical arrangements; and
    • Hands on experience in organising meetings, conferences, workshops, trainings, etc.

The Deputy Head of Secretariat will be required to support the Head of Secretariat in performing the following tasks:

• Support implementation of PNGEITI annual work plans, organise regular Multi-Stakeholder Group (MSG) meetings, lead and facilitate Technical Working Group meetings and ensure EITI report recommendations are implemented;
• Plan and organize capacity building programs for the PNGEITI National Secretariat and the MSG;
• Produce periodic reports on the activities of the PNGEITI for Government, EITI International Secretariat and the public;
• Monitor Government policies and activities which may directly or indirectly affect PNGEITI’s objectives, principles, requirements and its global best practice Standard in the extractive sector;
• Effectively define and oversee the scope of work from third parties contracted by the Secretariat to include preparation of a procurement plan for consultancies/technical specialists plus generation of summaries and assessments of their reports for the Secretariat and MSG’s use;
• Liaise regularly with EITI International Secretariat office in Oslo, Norway on EITI global matters, its requirements and Standards as it relates to the PNG context;
• Prepare policy proposals, issue papers and reports on topical issues for the National Secretariat and the MSG;
• Maintain close working relationship with development partners, donors and foreign missions on EITI implementation in the country; and
• Any other tasks assigned by the Head of Secretariat, the MSG or its Chairman.

Selection criteria:
• Bachelor’s Degree in Economics, Business Administration, or fields related to mining and petroleum;
• At least 5 years of similar work experience at management or supervisory level;
• Well developed and demonstrated coordination, team building and problem solving skills;
• Good understanding on the structure and dynamics of the PNG economy – resource projects and reforms for sustainable and broad based economic growth;
• Familiar with EITI Standard, its requirements and principles of transparency would be an advantage but not necessary; and
• Other any other acceptable criteria related to the job.
